Who is Peggy?

There is a popular commercial going around in the US, I think by Capital One Bank, of a heavily-accented male telemarketer/customer (dis)service agent giving the name "Peggy". Peggy proceeds to provide terrible customer support, refuses to answer phones, etc.
"Peggy" is an example of a throwaway identity, and a good model of a spammer, who only pretend to be a real person long enough to bypass Captcha, post a message, create or edit a page, follow the link and get paid.
