That's where the trail used to go.
They call it upgrading of a road.
I call it entirely useless destruction of a nice valley, government finances, an acceptable bike trail and a few other stuff worth to be kept in good condition.
Be assured that the notorious congestion on that road only comes from the building sites for upgrading and a few small points of bad planning.
